Today, Adalah marks the International Day of Solidarity with the Palestinian People by highlighting two urgent human rights issues: Israel’s outlawing of six Palestinian human rights and civil society organizations, and escalating threats of forced displacement of Palestinian Bedouin communities living in the Naqab.

On 19 October 2021, the Israeli Defense Minister issued an unprecedented decision designating six leading Palestinian human rights and civil society organizations as “terror organizations” under the draconian 2016 Anti-Terror Law. The organizations are Defense for Children International – Palestine; Al-Haq; Addameer - Prisoner Support and Human Rights Association; the Union of Agriculture Work Committees; the Union of Palestinian Women’s Committees; and the Bisan Center for Research and Development. Two weeks later, on 3 November 2021, the Israeli Military Commander signed a military order declaring the groups as “illegal organizations” based on the 1945 Defense (Emergency) Regulations.

These groups are among the most prominent Palestinian HROs. They have a strong record of credibility and professionalism, and they are the most vocal in resisting the Israeli occupation and its apartheid policies. The designations are a transparent attempt to smear, persecute, delegitimize and de-fund them. The designations are a transparent attempt to smear, persecute, delegitimize and de-fund them. They are not only an attack on human rights defenders in Palestine, but they are also an attack on Palestinian existence. Such steps also have severe implications for the global human rights movement.

Since these draconian measures were taken, Adalah has been working closely with the six groups, providing legal consultation and assistance and advocating for the cancellation of the orders.

Immediately following the news of the designations, Adalah issued a statement of solidarity, and co-wrote and joined statements by Palestinian NGOs in Israel and by other human rights groups in Israel.

STOP FORCED DISPLACEMENT

Palestinians on both sides of the Green Line continue to be threatened by Israel’s policy of forced displacement, particularly Bedouin communities in the Naqab and in Area C in the West Bank.

In recent months, state authorities have escalated their attack, putting tens of thousands of Palestinian Bedouin residents of the Naqab at imminent risk from evictions, home demolitions, major military and ‘development’ plans on their land, and the reappearance of plans for ‘temporary’ refugee camps for displaced Bedouin citizens.

In response, Adalah has taken urgently-needed legal actions, filing objections to planning committees and defending residents in courts in order to freeze eviction orders and displacement lawsuits that were recently issued against the residents of these villages.

A recent success achieved by Adalah is that in November 2021, following community mobilization and legal and advocacy work by Adalah and partners, the Bedouin Authority withdrew plans for temporary housing / "refugee displacement camps" before the Southern District Planning and Building Committee. These housing schemes are designed to concentrate thousands of Bedouin residents who will be evicted from unrecognized villages in the Naqab. Adalah sent a legal letter to the Israeli authorities and appeared and advocated before the committee challenging the proposed plans.
 
In another major development, in response to a petition submitted by Adalah and partners, the Israeli Supreme Court ruled in October 2021 that the construction of a phosphate mine would be considered only after the authorities conduct an environmental impact survey, including health risks posed to Bedouin residents. Adalah argued that the mine would pose serious health risk to residents living in four local villages and would lead to the forced evacuation and displacement of thousands of people.
