GENERAL DIRECTOR

 

Dr. Hassan Jabareen, Advocate | Founder of Adalah and General Director

 

Hassan is the founder of Adalah. He has served as Adalah’s general and legal director since its establishment in 1996. He holds an LLB in Law and a BA in Philosophy from Tel Aviv University, an LLM in International Human Rights from American University Washington College of Law, and a PhD in Law from Hebrew University. Over the last 30 years, he has litigated scores of landmark constitutional law cases regarding Palestinian citizens of Israel, including the Palestinian leadership in Israel, and international humanitarian law cases concerning Palestinians in the 1967 Occupied Territory before the Israeli Supreme Court. Also, since 1998, he has been an adjunct lecturer for a course that he initiated on the legal status of the Arab minority in Israel and other law courses in the Faculties of Law at Tel Aviv, Hebrew, and Haifa Universities. He has received several awards for outstanding public interest lawyering and top human rights law prizes. He has also published several academic articles in edited books and law reviews on the citizenship status of the Palestinians. Hassan was a Yale World Fellow; a Senior Robina Law Fellow at Yale Law School; a research fellow at the Wissenschaftskolleg in Berlin; and a visiting scholar at Columbia University Law School.

LEGAL DEPARTMENT

Dr. Suhad Bishara, Advocate | Legal Director and Director of the Land and Planning Rights Unit

 

Suhad serves as Adalah's Legal Director and has worked with Adalah since 2001. Suhad specializes in land and planning rights. She has more than 23 years of experience litigating cases before the Israeli Supreme Court and served as lead lawyer in major human rights cases regarding Palestinian citizens of Israel and international humanitarian law cases concerning Palestinians in the 1967 Occupied Territory before the Israeli Supreme Court. Previously, she served as a legal consultant to the Association of Forty, the Arab Steering Committee for Urban Planning in the Galilee Society, and the Hotline for Battered Women. Suhad is also one of the founders of Kayan - A Feminist Organization. She received an LL.B. from the Hebrew University of Jerusalem, an LL.M. in Public Service Law from New York University's School of Law (USA), and a PhD at the King’s College School of Law in London. She was also Palestine & Law Fellow at Columbia University Law School. 

 

CIVIL AND POLITICAL RIGHTS UNIT

 

Adi Mansour Civil and Political Rights Unit

 

Adi holds an LLB in Law and BA in political science from Tel Aviv University. During his studies, he served as a teaching and research assistant. He is also a founding member and activist of the Haifa Youth Movement, and he served as the head of “Almuntada” – the Arab Law Students Forum, Tel Aviv University. Upon completing his studies, Adi clerked in the national public defender's office in the field of criminal and administrative law. Adi joined Adalah as a staff attorney in 2021. 

 

Rabea Eghbariah | Affiliated Attorney

 

Rabea Eghbariah is an attorney completing his doctoral studies at Harvard Law School. He worked as an appellate public defender before joining Adalah, where he continues to work over summers. Rabea argued major civil and political rights cases and published on various subjects relating to Palestinians and Israeli law. His writings appeared in the Yale Journal of Law and Technology, the Law and Political Economy Project, and the Journal of Palestine Studies, among others. Rabea previously served as an executive article editor of the Harvard Human Rights Journal and currently serves as an editorial member of Jadaliyya's Palestine page.

 

 

Fady Khoury, Advocate | Civil and Political Rights Unit 

 

Fady began working at Adalah in 2009. As a law student at Haifa University, he participated in two legal clinics (The Legal Status of Arab Minority Rights in Israel Clinic and the Rights in Society Clinic), served as a TA and RA for several professors, and served on the review board and later as a deputy editor of the Haifa University legal journal “Law and Governance”. Fady received his LL.B. in 2011 and clerked for Justice Salim Joubran at the Israeli Supreme Court in 2012. He worked with Adalah as a law student, and later as an attorney from 2013. In 2015, Fady completed his LL.M. studies at Harvard Law School, and is currently in the process of completing his Doctorate in Law (SJD) at Harvard Law School.

 

 

LAND AND PLANNING RIGHTS UNIT

 

Myssana Morany, Advocate | Land and Planning Rights Unit Coordinator

 

Myssana joined Adalah as a lawyer in 2014 and in 2019 she was appointed coordinator of the Land and Planning Rights Unit. Myssana received her LL.B (with honours) and LL.M from the Faculty of Law at Haifa University. As a student, she worked with the Haifa University legal journal “Law and Governance” (on the board of review in 2008, and as a vice-editor in 2010), as well as a writer with the student journal “Law Watch” (2010). She worked as an assistant to lecturers of several constitutional and administrative law courses in the Faculty of Law at Haifa University. Following her studies, she completed a legal apprenticeship in the legislation and legal advice unit in the Attorney General's Office in Jerusalem. 

 

Marwan Abu Frieh Naqab Office Coordinator & Field Researcher

 

Marwan began working at Adalah in 2017. He holds an LL.B in the Law from the Academic Center for Law and Business in Ramat Gan, a certificate in business administration, and he completed courses in local and international leadership and legal empowerment. Marwan is a Fellow in the "Law and Other Languages", Master of Laws (LL.M) program at the College of Management Academic Studies, Emile Zola Chair for Human Rights, in collaboration with the Van Leer Jerusalem Institute. He also heads an alternative tourism initiative focused on educating visitors to the realities of life in the unrecognized Bedouin villages in the Naqab. In 2010, Marwan established the first Arabic-language bookstore cafe in the Naqab to encourage reading. He later became the editor-in-chief of "Arab News", a weekly newspaper in Arabic and he wrote a weekly column on politics and society.

 

 

ECONOMIC AND SOCIAL RIGHTS UNIT

 

Nareman Shehadeh-Zoabi, Advocate | Economic and Social Rights Unit

 

Nareman holds a LLB in Law and BA in Psychology from Hebrew University in Jerusalem (2014). During her academic studies, Nareman participated in the "Street Law" program; volunteered at the Israel National Council for the Child and at the Rape Crisis and Sexual Assault Center. Nareman worked as an Arabic-language translator in the Jerusalem court system, and as a tour guide on behalf of the Center for Civics and Democracy Studies at the Israeli Supreme Court and the Knesset. Nareman completed her legal internship in the Haifa district criminal prosecutor's office and subsequently worked in the private sector. Nareman joined Adalah in 2018. 

 

Salam Irsheid, Advocate Economic and Social Rights Unit

 

Salam holds an LLB in Law from Bar-Ilan University, and a BA in Communication and Journalism with a minor in English from the Hebrew University. During her law studies, Salam served as a staff editor for the journal of “Law, Religion and State” (2018); in the Hebrew Research Network (2019), she worked as a research assistant in the field of international law; and she participated in a legal clinic at the Justice Ministry’s legislation and legal advice office in the field of international trade law.  Salam completed her legal internship in a private law firm dealing with labor, trade and real estate. After receiving her license in 2021, Salam joined Adalah. 

 

 

 

LEGAL APPRENTICE & LAW STUDENTS

Ola Taha Legal Apprentice

 

Ola holds an LLB in Law from the Faculty of Law, Tel Aviv University, and is a second-year student in Sociology and Anthropology. During her law studies, Ola served as a staff editor for the journal: "Law, Society and Culture", participated in a Human Rights Clinic (theoretical and practical work), and volunteered in a variety of civil society organizations. Ola joined Adalah in 2021 as a law student researcher, and in March 2022, she will begin her legal apprenticeship. 

 

 

Mohammad Awad | Legal Apprentice

Mohammad holds an LLB in Law from the Faculty of Law, Tel Aviv University, and is a third-year student in political science. During his studies, Mohammad participated in a Human Rights Clinic, worked in a student position in a law firm specializing in human rights and volunteered in several civil society organizations. Mohammad joined Adalah in 2022 as a legal apprentice, and also works as an instructor at the Tamra School for Gifted Children.

 

 

Mai Diab | Legal Apprentice

 

Mai holds an LLB in Law and a Bachelor's Degree in German Language and Literature from the Hebrew University of Jerusalem. During her studies, she served as a Research Assistant and Teaching Assistant. Additionally, Mai served as an Editor at the Israel Law Review Legal Journal of the Law Faculty of the Hebrew University of Jerusalem and Cambridge University. She also participated in the International Human Rights Law clinic, took part in the UN World Model Conference in Jerusalem, and won the award for the best representative. Mai also worked as an Administrative Assistant at Teach for Bolivia NGO and provided administrative support and researched grants at Just Action NG. Additionally, she volunteered as an Interpreter for I Have Rights NGO, offering interpretation services during legal counseling sessions and workshops for asylum seekers. Mai joined Adalah in 2022 as a legal apprentice. 

 

 

Majd Haddad | Law Student Researcher

 

Majd is a third-year law student in the Faculty of Law, Tel Aviv University. Alongside his studies, Majd serves as an editor for the Tel Aviv University Law Review (Iyunei Mishpat), participated in the Criminal Justice Clinic and served as a research assistant in the fields of law and language and law and COVID-19. Majd is also an active member of “Almuntada” – Arab Law Students Forum. Majd joined Adalah in 2021 as a law student researcher.

 

 

 

INTERNATIONAL ADVOCACY & RESOURCE DEVELOPMENT DEPARTMENT

 

Rina Rosenberg (Jabareen), Esq. | Co-Founder of Adalah and International Advocacy and Resource Development Director

 

Rina is a lawyer and a co-founder of Adalah. She is a member of the New York Bar. She has a BA in History from New York University (USA) and a Juris Doctor and LLM in Criminal Law from Georgetown University Law Center in Washington, DC (USA). She also completed numerous classes in the MA Program in Holocaust Studies at Haifa University. Her work with Adalah includes research and advocacy before UN, EU and US bodies; extensive fundraising, donor relations, and financial management; outreach to the international media; writing and editing publications; and institutional development projects. Previously, she worked on resource development and international human rights advocacy with the Arab Association for Human Rights (HRA), the Galilee Society, and the Working Group on the Status of Palestinian Women in Israel. Prior to working in Israel, she worked as a public defender in NYC and as a clinical supervisor for law students with the Criminal Justice Clinic of Georgetown University Law Center in DC (USA). Rina was a Schell Fellow at Yale Law School in 2005-2006 and 2012-2014, and a visiting scholar at Columbia University Law School.

 

Katie Hesketh | Senior International Advocacy and Resource Development Associate

 

Katie has worked for Adalah since 2008. Previously, she worked as a Public Policy Unit Assistant at the Catholic Agency for Overseas Development (CAFOD). She received an MSc in International Relations from the London School Economic and Political Science (2002) and a B.A. in Arabic and Middle Eastern and Islamic Studies from Durham University.

 

Ranna Khalil | Researcher and Resource Development Associate

 

 

Before joining Adalah in February 2020, Ranna worked for years as a TV news producer for international media outlets, including NBC News and the Associated Press TV News, reporting on current Israeli and Palestinian affairs, and for a year in Berlin, as a planning producer for an international video news agency, covering worldwide news with a focus on the MENA region. She has also worked with local human rights organizations. She received two fellowships: one for journalism from the Herbert Quandt-Stiftung within the framework of the Trialog der Kulturen to work in Germany, and the other from Minerva Center for Human Rights at the Hebrew University of Jerusalem. Ranna received a B.A in Communications and Journalism and English, and an M.A in Communications and Journalism from the Hebrew University.  

 

Asala Mansour | International Advocacy Associate 

 

Asala holds an L.L.B in Law with a minor in English Literature from Birzeit University. During her studies, Asala participated in two international law moot court competitions, one hosted by the ICRC and the other by Oxford University, where her team won first place in the regional rounds and she won Best Oralist overall and Best Oralist in the final round. Asala also joined the Right to Education campaign, and completed a legal training with Addameer on Israeli military courts and participated in a social media campaign on this issue. 

 

 

Lauren Blaxter | International Advocacy & Resource Development Associate
 
 
Lauren received an LLM in International Criminal Law (2016) and a Graduate Diploma in Law (2015) from the University of Sussex. She also holds a BA in Human Rights from Bard College (2013). Before joining Adalah, Lauren worked for various NGOs in research, advocacy, and resource development. Lauren has also worked in data collection and analysis related to armed conflict, particularly in the Israel/Palestine context. Lauren joined Adalah in 2023.

 

 

COMMUNICATIONS DEPARTMENT

 

Ari Remez | Hebrew Communications Coordinator

 

Ari Remez joined Adalah’s comms team in November 2018, leading our press relations in Hebrew. Ari has published dozens of articles and op-eds in various media platforms on a wide range of political issues. He has a background in political activism, as well as experience as the media and campaign coordinator for “Shutafut-Sharakah”, a coalition of civil society organizations for a shared and equal society in Israel. Ari is also Just Vision's Outreach Associate in Israel, where he oversees screenings and programming related to documentary film, “Naila and the Uprising”.

 

Lama Taha | Arabic Communications Coordinator

 

Lama holds a Bachelor's degree in Media and English Literature from the University of Haifa. She previously worked as a producer, researcher for news, political, and cultural television programs at i24NEWS, an Arabic-language channel. Lama specialized in covering Israeli and Palestinian affairs. Additionally, she has also worked at and volunteered with several local human rights organizations. Lama joined Adalah in June 2023 as the Arabic Communications Coordinator.

 

 

Miriam Azem | International Advocacy and Communications Associate 

 

Miriam holds an LLB in International and European Law from the University of Groningen, Netherlands. Throughout her studies, Miriam completed an interdisciplinary honours program and conducted research in the field of the rule of law. Alongside her studies, Miriam was also an active member of the Amnesty International student group. Miriam joined Adalah in 2021. 

 

 

FINANCE AND ADMINSTRATION

 

Ghada AbboudAdministrative Assistant

Ghada has extensive experience in marketing and managing her own company, managing employees, and sales. She also has years of experience in accounting management in private companies and an accounting firm. Ghada has taken management courses and specialized courses in administrative support for the legal and medical fields. Ghada joined Adalah in January 2023 as an administrative assistant.

 

Ghassan Kharouba | Finance Director

 

Ghassan received a B.A. in Accounting and Economics from the Hebrew University of Jerusalem. and has worked with Adalah since 2008. Ghassan is a Certified Public Accountant and has run a private accounting business since 1994. He has extensive experience auditing financial reports for public institutions and providing financial consulting to NGOs. In addition to working at Adalah, he is a founding member of the Hewar Association for Alternative Education, in which he has served as a board member and chairperson of the financial committee since its establishment in 2001.

 

 

Basheer Al-Saleh Accountant

 

Basheer graduated from Haifa University in 1991 with a B.A. in Economics and Accounting and has worked at Adalah since 2011. Previously, he worked for 15 years in a private account auditing office. He also manages accounts for the Association of The House of Music (Jamiyya Beit Al Musiqa) in Shufa 'Amer.

 

 

BOARD OF DIRECTORS - 2023

 

Professor Mahmoud Yazbak | Chairman of the Board of Directors

 

Professor Yazbak teaches Middle East History in the Department of Middle Eastern and Islamic Studies, Faculty of Humanities, Haifa University. Dr. Yazbak returned to Adalah's Board of Directors in January 2018, having previously served on the Board from 2006 and as the Chairman from 2008-2011. Dr. Yazbak also serves on the Finance Committee.

 

 

 

Dr. Rula Hardal

 

Dr. Hardal is an Assistant Professor of Political Science, head of the Social Work Department, Faculty of Arts, Al Quds University, Abu-Dis, East Jerusalem. She completed her PhD in Political Science from The Leibniz University Hannover, Germany. Dr. Hardal holds several positions within Palestinian and international institutions dealing with gender and political issues. She joined Adalah’s Board in February 2020.

 

 

Dr. Hala Khoury-Bisharat, Advocate

 

Dr. Khoury-Bisharat is a Dean at Ono Academic College, Faculty of Law based in Haifa and a lecturer in criminal procedure, evidence, public international law and international criminal law. She returned to the Board in January 2018, having previous served on the Board from 2007 and as the Chairperson from 2012-2014. Dr. Khoury-Bisharat serves on the Finance Committee.

 

 

Dr. Mansour Nasasra

 

Dr. Nasasra is lecturer in Middle East politics and international relations at the Department of Politics and Government, Ben Gurion University of the Negev.  He completed his Ph.D in the University of Exeter, and has taught at the University of Exeter, Plymouth University, and Hebrew University. He was a research fellow at the Council for British Research in the Levant and has been a recipient of British Academy grants. Nasasra is the author of The Naqab Bedouins: A Century of Politics and Resistance, Columbia University Press. He also is coeditor of The Naqab Bedouin and Colonialism: New Perspectives (2015). He also published a number of papers on the Islamic movement and Jerusalem, and the awqaf schools in East Jerusalem. He joined the Board of Adalah in January 2018.

 

Mr. Ziad Omari

 

Mr. Omari is a businessman and the director of the Rand Business Group for Education and Social Services. His business is specialized in management of more than 30 educational institutions for people with special needs and nursing homes. A partner in a real estate development company, he is the owner of the Ramada Nazareth hotel and the newly founded Arabic-language radio station, Radio Nas, broadcasting from Nazareth. He graduated with a master's degree in public health (MPH) from the Hadassah Medical Center, the Hebrew University in Jerusalem. He joined the Board of Adalah in February 2020.

 

Moayad Miari 

 

Mr. Miari is attorney and has managed a private law firm in Jerusalem since 2004 focusing on torts and human rights law. He began his professional career as a legal apprentice at Adalah.  He was elected to Audit Control Committee in January 2018.

 

 

 

 

Salah Mohsen

 

Mr. Mohsen is a fellow in the Mandel School for Educational Leadership. He holds a BA in sociology and anthropology from Hebrew University of Jerusalem and an MA in political science from Haifa University. Salah also completed the Democracy Leadership Program at Syracuse University and the Leadership Development Program at Columbia University. Salah worked in several senior positions at the human rights organization “Gisha”, and with Adalah from 2007-2014, including as the Communications Director. He joined the Board of Adalah in 2022.

 

AUDIT CONTROL COMMITTEE

 

Emad Jabarin

 

Mr. Jabareen is a specialist in organizational management and consulting. He is a founder and director of the Bisan – Institute for Marketing and Strategic Research based in Umm al-Fahem. He was elected to the Audit Control Committee in January 2018. 

 

 

 

 

 

 

Salma Wakim

 

Salma Wakim is an attorney, who manages a private law firm in Maliya (Mi'ilya) in the Galilee. She is also a political activist and has served on the Boards of Directors for many years in NGOs promoting women's rights, human rights and prisoners' affairs, including Ittijah, the Arab Association for Human Rights, and Adalah (from 2010-2015). Salma is also a member of the disciplinary committee of the Israel Bar Association. She joined Adalah’s Audit Control Committee in February 2022.
